I'd be nice to rely on all those different stakeholders as part of a solid in-house PPC team, but if you're growing a team from scratch, how would you prioritize each position within the team?

I've been weighing the options a lot recently, and tend to favor the tacticians first and foremost, with the hope that one will grow into a leadership position on the team.

Any advice?

Now in China PPC is popular,but...
Big IT company prefer to set up their own SEM team;
Small company won't pay for a SEM team;

I think many big company in traditional industry(not IT,Web),they will prefer to pay for a famous SEM or PPC team to run their SEM jobs.

This is my point,FYI
